The Ministry of Highways & Road Development is the apex organization in Sri Lanka for the Highways & Road Development sector. It is responsible for the formulation of policies, programmes and projects in regard to the subjects of Highways and all subjects that come under the purview of Departments and Statutory Institutions under the Ministry.

Road Development Authority

The RDA is the premier highway authority in the country and is responsible for the maintenance and development of the National Highway Network, comprising the Trunk (A Class) roads, Main (B Class) roads and Expressways and the planning, design and construction of new highways, bridges and expressways to augment the existing road network.

Expressway Operation Maintenance & Management Division

The Expressway Operation Maintenance & Management (EOM&M) Division operating under the purview of the Road Development Authority (RDA), holds significant responsibility for overseeing the maintenance and management operations of Sri Lanka's expressway network.

You can pay your expressway tolls quickly and conveniently using the following methods:

Manual Toll Collection (MTC)

  • Cash Payment
  • Toll fees can be paid in cash at all expressways across Sri Lanka.

  • Card Payment (Credit/Debit)
  • Pay tolls directly at expressway booths using your credit or debit card. This service is available to all cardholders of Sri Lankan banks and supports Visa, Mastercard, American Express (Amex), and LankaPay JCB cards, ensuring a secure and seamless payment experience.

  • Contactless QR Payment
  • Use any LankaQR-enabled mobile app for seamless toll payments-just scan and pay. Check with your bank to activate this service.

Electronic Toll Collection (ETC)

Available exclusively on the Colombo-Katunayake Expressway (E03). With ETC, registered vehicles are identified automatically, tolls are deducted electronically, and gates open without stopping.

Changes in Ticket Issuing Procedure at Kerawalapitiya (KIC1), Paliyagoda, and Seeduwa Interchanges - Effective from 22 December 2025, 12.00 PM


The ticket issuing procedure currently followed at the Kerawalapitiya Interchange (KIC1) of the Outer Circular Expressway, and Paliyagoda & Seeduwa Interchanges in Colombo-Katunayake Expressway will be revised with effect from 22 December 2025 at 12.00 noon.

**The Kerawalapitiya Interchange consists of two terminals:

  •  Kerawalapitiya I - Transit Terminal
  •  Kerawalapitiya II - Entry/Exit Toll Terminal

Key Changes:

1. Entry Tickets for Vehicles Entering via Seeduwa and Peliyagoda Interchanges
Vehicles entering the expressway through Seeduwa or Peliyagoda interchanges will no longer receive entry tickets at the Kerawalapitiya Interchange (KIC 1).
Instead, entry tickets will now be issued at the respective entry points - Seeduwa and Peliyagoda - when entering the Colombo-Katunayake Expressway.

2. Vehicles Entering from the Outer Circular Expressway
For vehicles entering the Colombo-Katunayake Expressway from the Outer Circular Expressway, the following changes will apply:

 The issuing of an exit receipt at Kerawalapitiya (KIC 1) and the re-issuing of an entry ticket for re-entry will be discontinued.
 Exit receipts will be issued only for vehicles exiting through the Kerawalapitiya Interchange (KIC 2), as previously practiced.

 Warning: The maximum speed at Kerawalapitiya System Interchange (KIC1) is 40 km/h.

Accordingly, Under the New Procedure:

 Vehicles entering the Colombo-Katunayake Expressway must obtain their entry ticket from the Seeduwa or Peliyagoda Interchanges.

 Vehicles arriving via the Outer Circular Expressway may enter the Colombo-Katunayake Expressway from Kerawalapitiya Interchange (KIC1) without obtaining an entry ticket.
They may exit at the Kerawalapitiya Interchange by paying the applicable exit toll.

 Electronic Toll Collection (ETC):

  ETC (electronic payment) can be used only when traveling on the Colombo-Katunayake Expressway.
  ETC-enabled vehicles entering from the Outer Circular Expressway must use standard toll lanes and pay manually at the toll booth.

Is it required to introduce congestion charges for Sri Lankan Expressways ?

The undue traffic congestions that have been taken place along Main & Secondary Highways, Sub urban road networks experience severe congestion during peak hours (morning, afternoon & evening). Today the congestion is causing unbearable delays, excessive emissions of gasses along with increasing of user costs.

Current status has revealed that most of vehicles which are normally utilizing the national highways during peak hours have selected the expressway network to save their journey time.

Tolling systems currently available in the expressway network in operation are as follows.
